A Message from the GMPC Chairman

"The aim of this group is to provide a unified voice for maritime procurement leaders who believe that progress comes through partnership and collaboration, with the aim to drive harmonization and efficiency across global procurement practices, develop talent and leadership within the next generation of maritime buyers, advance digitalization, data-driven decision making, and sustainable operations, encourage transparency, shared learning, and fair collaboration across the industry"

Paolo Magonio, Head of Group Procurement & Services Scorpio Ship Management S.A.M. & GMPC Chairman

The GMPC

Formed to address shared challenges across the maritime supply chain, the GMPC provides a neutral platform for collaboration, knowledge exchange, and the development of practical frameworks that support more efficient, transparent, and resilient procurement practices.

Collectively representing over 4,500 vessels (and growing exponentially), the Council focuses on areas where collaboration can deliver genuine industry-wide value, including digitalisation, talent development, standardisation, and compliance-driven best practice.

The GMPC operates with a clear commitment to antitrust and competition law compliance, ensuring all activity remains professional, transparent, and non-commercial in nature.

Who we are

Established to provide a structured, volunteer-led forum where like-minded leaders can work together to improve how maritime procurement operates across the industry.

The Council is not a purchasing alliance and does not engage in commercial coordination. Instead, it focuses on shared challenges that benefit from collective insight, alignment, and structured problem-solving.

What we do

The GMPC advances its mission through:

Industry workstreams led by Council members

Development of shared frameworks, tools, and guidance

Engagement with external experts and stakeholders

Open dialogue on emerging procurement challenges

Priority areas include digital procurement, talent development, sustainability-related data, supplier onboarding, sanctions compliance, and standardisation.

How we do it

Governance and Structure

The GMPC operates under a clearly defined structure:

  • General Council – responsible for strategic direction and formal decisions;
  • Forum Council – a broader participatory body supporting discussion, implementation, and workstream activity
  • Workstreams – focused groups formed with specialist members of either of the two councils, as well as – where needed – additional third parties, addressing specific themes and deliverables.

Membership reflects contribution, engagement, and relevance, rather than scale alone.

Meet the GMPC

GMPC members represent a broad cross-section of the maritime sector, united by a shared commitment to improving procurement practices.
